Foreign investment registration with MISA

Introduction

Registering foreign investors with the Ministry of Investment under the Investment Law, and structuring their entry into the Saudi market.

The Investment Law in force since February 2025 replaced the old foreign investment licence with registration at the Ministry of Investment. It treats foreign and Saudi investors equally in principle, protects property and the transfer of funds, and leaves a short list of activities closed or restricted to foreign investment.

Registration is the first step, not the last. Some activities still need sector approvals, some carry a minimum Saudi ownership or other conditions, and the ownership of real estate and listed shares has its own rules. We map these requirements for the investor's activity before the structure is fixed.

We prepare the registration file, including the parent company's attested documents, and take the investment through registration, incorporation and the licences that follow, so the investor reaches the market with one coordinated plan.
